WHY EVMs ARE NOT USED IN PRESIDENTIAL ELECTIONS? THEN HOW VOTING IS CONDUCTED?

Bhubaneswar (The Quiver) : Presidential elections will be conducted in the country on July 18, the results will be declared on July 21.  Scrutiny of nomination papers will be held till June 30 and candidates can withdraw their nominations till July 2.

What is the reason for not using EVMs?

The presidential election is completely different from the rest of the elections. The votes in this election are calculated by means of a single vote value, which is done according to the proportional representation system. 

According to officials ,the way EVMs have been developed, it does not work on this proportional representation system. If EVMs are to be used in Presidential elections, then a different type of EVMs will have to be made. That’s why EVMs are not used in this election. 

HOW THE VOTING IS DONE?

Voting is done through proportional representation using a single transferable vote system and by secret ballot. Announcing the elections, CEC Rajiv Kumar said, “The Constitution has expressly provided that election to the office of President shall be by secret ballot. Therefore, the electors are expected to scrupulously maintain secrecy of vote. There is no concept of open voting in this election and showing the ballot to anyone under any circumstances in the case of presidential and vice-presidential elections is totally prohibited.”

A ballot paper is cancelled by the presiding officer if there is any violation in the voting procedure. The marking of vote can be done only with the particular pen provided by the presiding officer to electors.

Kumar said, “It is the resolve of the EC that there should be no malpractice of any kind in this election for the highest office in the country and if anything is found, it is a ground for election petition in the Supreme Court and could lead to cancellation.”
