(The Quiver) Yesterday controversial incident is marked for the first time in Indian history when PM of India was struck 20 minutes on the flyover without any additional security provided by the state government. The PM was left in public while the ongoing protests were going, no additional security was provided by the Punjab government to the PM. This security denial and lack of protection by the Punjab police force made him to return to Bhatinda airport. This matter is taken up by the Supreme Court and hearings on this incident will be done by tommorrow.

Visuals from the spot showed the car waiting on the road. The Prime Minister could be seen sitting inside, while members of the elite Special Protection Group stood around the vehicle in a circle. Many cars were seen moving on the flyover, many passers-by were capturing the PM in their phones videos. A few farmers could be seen near his car, while others were gathered ahead blocking the road.

Somehow making a possible return from this unpredictable situation to Bhatinda airport. The PM slammed Punjab government saying, “Apne CM ko thanks kehna, ki mein Bhatinda airport tak zinda laut paaya.” He said this due to Punjab CM negligence approach, he was a very easy prey for his enemies during that time.

Now this controversial incident of yesterday popped of many questions as why the coordination between the central and state government found missing? had the Punjab state government no clue about the PM’s arrival? If the central government had informed the state about PM’s visit ,why the state government was not active enough during PM arrival? Is it the sole responsibility of SPG only to provide security to the PM while he is travelling to states? was a sudden visit to Punjab so much for election campaigning so important for the PM than than the country? who would have been responsible if anything unfavorable occurred with the PM?

Well if we go through the guidelines of the blue book .Planning of the PM’s security during any visit is an elaborate exercise that involves both central agencies and state police forces. Broad guidelines are laid down in what is called the SPG’s ‘Blue Book’.

Three days before any planned visit, the Special Protection Group (SPG), which is responsible for the PM’s security, holds a mandatory Advance Security Liaison (ASL) with everyone involved in securing the event, including SPG officials, Intelligence Bureau (IB) officials in the concerned state, state police officials, and the concerned district magistrate.

Every minute detail of the visit and required security arrangements are discussed among the officials. Once the meeting is over, an ASL report is prepared, and it is signed by all those who attended. Based on this report, all security arrangements are made.

Further ensuring the safety of route to be travelled by the PM is the responsibility of the state police.The decision on the route is taken by the state police in consultation with the SPG .A skeletal force is deployed on the contingency routes . Unless an emergency situation arrives forcing the change in route.

A part of SOP also states that the DGP or designated officer must travel in the cavalcade of the PM in their designated vehicle. To ensure the PM cavalcade is not disrupted.

HOW OPPOSITION RESPONDED TO THIS? As per the oppositions this incident was preplanned to save the reputation of the PM as his party lack supporters in Punjab . Less supporters visit to his rally would have been an insult for him.

This entire incident has triggered a massive spat in Punjab, with the ruling Congress and the opposition BJP furiously attacking each other ahead of elections in less than two months.

This approach of security lapses shown towards the PM is taken up seriously by the Supreme Court. This matter likely to be heard tomorrow.

Meanwhile, the Punjab government has set up a high-level team to probe the incident, which is expected to submit a report within three days. The two-member committee – Justice (retd) Mehtab Gill of the Punjab and Haryana High Court and Anurag Verma,the Principal Secretary of the Department of Home Affairs and Justice – will submit a report within three days.
